PART I PRELIMINARY

Citation

1. These Regulations may be cited as the Education Endowment and Savings Schemes (Scholarships, Bursaries and Awards) Regulations.

Definitions

2. In these Regulations, unless the context otherwise requires

— “ academic award ” means a scholarship, bursary or award mentioned in regulation 4(1)(a), (d), (e), (f), (g) or (h); [S 790/2022 wef 07/10/2022] “ additional miscellaneous fees ” means the additional miscellaneous fees payable under regulation 91(1)(c) of the Education (Schools) Regulations (Cap. 87, Rg 1); [Deleted by S 608/2012 wef 01/01/2012] “ course ” means — (a) in relation to a pupil of a secondary school, such course offered by the secondary school as the Minister may approve for the purposes of this Part; (b) in relation to a pupil of a junior college, such course offered by the junior college as the Minister may approve for the purposes of this Part; and (c) in relation to a pupil of a polytechnic, the Institute of Technical Education or a specified educational institution, such course offered by the polytechnic, Institute of Technical Education or specified educational institution as the Minister may approve for the purposes of this Part; [S 608/2012 wef 01/01/2012] [S 599/2016 wef 25/11/2016] “ Edusave Scholarship for Independent Schools Test ” means the test administered by the Ministry to determine whether a pupil qualifies for the award of the Edusave Scholarship for Independent Schools; [S 666/2017 wef 01/01/2018] “ GCE ‘ O ’ Level Examination ” means the Singapore-Cambridge General Certificate of Education “ Ordinary ” Level Examination conducted for the purpose of assessing a pupil ’ s suitability for pre-university education; “ Government junior college ” means a junior college organised and conducted directly by the Government; “ Government primary school ” means a primary school organised and conducted directly by the Government; “ Government secondary school ” means a secondary school organised and conducted directly by the Government; “ Government school ” means a primary school or secondary school organised and conducted directly by the Government; “ Government-aided junior college ” means a junior college (not being an independent school) which — (a) is established by any person other than the Government; and (b) is conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations (Cap. 87, Rg 3) for the defraying of the expenses incurred for conducting the school; [S 666/2017 wef 01/01/2018] “ Government-aided primary school ” means a primary school which — (a) is established by any person other than the Government; and (b) is conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations for the defraying of the expenses incurred for conducting the school; “ Government-aided secondary school ” means a secondary school (not being an independent school) which — (a) is established by any person other than the Government; and (b) is conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations (Cap. 87, Rg 3) for the defraying of the expenses incurred for conducting the school; “ Government-aided school ” means a primary school or secondary school (not being an independent school) which — (a) is established by any person other than the Government; and (b) is conducted by a committee of management which is in receipt of a grant-in-aid from the Government under the Education (Grant-in-Aid) Regulations for the defraying of the expenses incurred for conducting the school; “ independent integrated programme school ” means an integrated programme school that is an independent school; [S 666/2017 wef 01/01/2018] [Deleted by S 666/2017 wef 01/01/2018] “ independent school ” means a school which — (a) is specified in any order made under section 3(1) of the School Boards (Incorporation) Act; or (b) is set out in Part I of the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations (Rg 1); [S 666/2017 wef 01/01/2018] [Deleted by S 666/2017 wef 01/01/2018] “ Institute of Technical Education ” means the Institute of Technical Education, Singapore established under section 3 of the Institute of Technical Education Act (Cap. 141A); “ integrated programme ” means a programme which provides an integrated secondary and pre-university education; “ integrated programme pupil ” means a pupil who is enrolled in an integrated programme; [Deleted by S 666/2017 wef 01/01/2018] “ integrated programme school ” means a secondary school or junior college which, on its own or jointly with another secondary school or junior college, conducts an integrated programme; “ junior college ” means an institution for providing full-time pre- university education, and includes any centralised institute or school which provides pre-university education; “ leave of absence fees ” , in relation to a pupil, means the fees payable by him to the educational institution in which he is enrolled, during his period of absence from the educational institution under a leave of absence scheme of the educational institution; “ leave of absence scheme ” , in relation to an educational institution, means a scheme offered by the educational institution, as required by the Ministry, under which a pupil of the educational institution may — (a) continue to be enrolled in the educational institution while he is absent from the educational institution for a period of time in order to accompany his parent who is, or parents who are, overseas for work or work- related training; and (b) resume attending the educational institution on the expiration of that period of time; “ Ministry ” means the Ministry of Education; “ non-independent integrated programme school ” means an integrated programme school that is a Government secondary school, Government-aided secondary school, Government junior college or Government-aided junior college; “ polytechnic ” means a polytechnic established by a public Act; [S 599/2016 wef 25/11/2016] “ primary school ” means a school for providing full-time primary education; “ Primary School Leaving Examination ” means the Primary School Leaving Examination conducted for the purpose of assessing a pupil ’ s suitability for secondary education; [Deleted by S 666/2017 wef 01/01/2018] “ relevant examinations ” means — (a) in the case of examinations taken by a pupil while he is a pupil in a primary school or secondary school, examinations conducted by his school for pupils in his standard and course or such other examinations as may be specified by the Minister; or [S 608/2012 wef 01/01/2012] (b) in the case of examinations taken by a pupil while he is a pupil in a junior college or a specified educational institution, examinations conducted by his junior college or specified educational institution, as the case may be, for pupils reading the same course at the same level or such other examinations as may be specified by the Minister; [S 599/2016 wef 25/11/2016] “ relevant subjects ” means the subjects determined by the Minister to be subjects the scores of which are relevant for the purposes of assessing a pupil ’ s suitability for pre- university education; “ secondary school ” means a school for providing full-time secondary education, and includes any institution which provides secondary education under an integrated programme; “ special additional miscellaneous fees ” means any additional miscellaneous fees other than those normally payable by a pupil of a Government school or Government-aided school that is not an integrated programme school; “ special education school ” means an educational institution set out in Part II of the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations (Rg 1); [S 588/2010 wef 15/10/2010] “ specified educational institution ” means an educational institution set out in Part III of the Schedule to the Education Endowment and Savings Schemes (Edusave Pupils Fund) Regulations (Rg 1); “ standard miscellaneous fees ” means the standard miscellaneous fees payable under regulation 91(1)(c) of the Education (Schools) Regulations (Cap. 87, Rg 1). 3. The income of the Endowment Fund may be paid out and expended

— (a) under section 6(1)(b) of the Act, for the provision of scholarships to full-time pupils enrolled at any of the following educational institutions: (i) any Government school or Government-aided school; [S 666/2017 wef 01/01/2018] (ii) any Government junior college or Government- aided junior college; (iii) any independent school; [S 666/2017 wef 01/01/2018] [S 666/2017 wef 01/01/2018] (iv) any specified educational institution; [S 666/2017 wef 01/01/2018] (b) under section 6(1)(d) of the Act, for the provision of scholarships to any pupil enrolled in any educational institution referred to in paragraph (a) who is absent from the educational institution under a leave of absence scheme offered by that educational institution; and (c) under section 6(1)(d) of the Act, for the provision of bursaries and awards to any full-time pupil enrolled in — (i) any educational institution referred to in paragraph (a); (ii) the Institute of Technical Education; (iii) any polytechnic; or [S 599/2016 wef 25/11/2016] (iv) any special education school determined by the Minister. 4.

(1)

There are hereby established the following scholarships, bursaries and awards, a number of each of which shall be awarded annually, in accordance with these Regulations, out of such part of the income of the Endowment Fund as the Minister may designate for the purpose: (a) the Edusave Scholarship for Independent Schools; [S 666/2017 wef 01/01/2018] (b) [Deleted by S 666/2017 wef 01/01/2018] (c) [Deleted by S 666/2017 wef 01/01/2018] (d) the Edusave (Integrated Programme Schools) Yearly Awards; (e) the Edusave Scholarships for Secondary Schools; (f) the Edusave Scholarships for Primary Schools; (g) the Edusave Merit Bursaries and Community Education Award Scheme; (h) the Edusave Good Progress Awards; [S 588/2010 wef 15/10/2010] [S 608/2012 wef 01/01/2012] (i) the Edusave Awards for Achievement, Good Leadership and Service; [S 608/2012 wef 01/01/2012] (j) the Achievement Awards for Special Education Schools; [S 588/2010 wef 15/10/2010] [S 608/2012 wef 01/01/2012] [S 599/2016 wef 25/11/2016] (k) the Edusave Character Award; (l) the Edusave Skills Award. [S 608/2012 wef 01/01/2012] [S 599/2016 wef 25/11/2016] [S 599/2016 wef 25/11/2016] (1A) To avoid doubt, except as otherwise provided in these Regulations, a pupil who satisfies the requirements for a scholarship, bursary or award under these Regulations is eligible for that scholarship, bursary or award despite — (a) the pupil holding any other scholarship, bursary or award from the Ministry or any public or private body; or (b) the pupil receiving any study grant or financial assistance from the Ministry or any public or private body. The holder of an Edusave Scholarship for Independent Schools shall be known as an “ Edusave (Independent Schools) Scholar ” . [S 666/2017 wef 01/01/2018]

The holder of an Edusave Scholarship for Secondary Schools shall be known as an “ Edusave (Secondary Schools) Scholar ” .

PART II

EDUSAVE SCHOLARSHIPS FOR INDEPENDENT SCHOOLS [S 666/2017 wef 01/01/2018] Eligibility of pupils and award of Edusave Scholarships for Independent Schools at Secondary One

5.

(1)

The Edusave Scholarship for Independent Schools is awarded each year to every pupil at the secondary one level who satisfies all the following requirements: (a) the pupil is a citizen of Singapore or becomes a citizen of Singapore in that year; (aa) the pupil is not the holder of any other academic award in that year; [S 790/2022 wef 07/10/2022] (b) the pupil has sat for the Primary School Leaving Examination in the previous year and has obtained the qualifying aggregate score in the Primary School Leaving Examination in that year; [S 898/2021 wef 01/01/2022] (c) the pupil is enrolled in an independent school — (i) for the pupil ’ s secondary education only; or (ii) for the pupil ’ s secondary and pre-university education. In this regulation — “ cut-off position ” , in relation to a pupil who sat for the Primary School Leaving Examination in a year, means the position of the pupil that determines the qualifying aggregate score, which is determined in accordance with the formula (rounded up to the nearest whole number) 1 x A ; where A is the total number of secondary one places in independent schools that are available to the pupils who sat for the Primary School Leaving Examination that year; “ qualifying aggregate score ” , in relation to the Primary School Leaving Examination sat by the pupils in a year, means the aggregate score obtained by the pupil in the Primary School Leaving Examination who is ranked at the cut-off position among all the pupils who sat for the Primary School Leaving Examination that year. 6. The Edusave Scholarship for Independent Schools is awarded each year to every pupil at the secondary three level who satisfies all the following requirements:

(a) the pupil is a citizen of Singapore; (b) the pupil is not the holder of any other academic award in that year; [S 790/2022 wef 07/10/2022] (c) the pupil is enrolled in an independent school — (i) for the pupil ’ s secondary education only; or (ii) for the pupil ’ s secondary and pre-university education; (d) the pupil has passed the Edusave Scholarship for Independent Schools Test in that year. [S 960/2020 wef 01/01/2021] Eligibility of pupils and award of Edusave Scholarships for Independent Schools at Pre-university One

7. The Edusave Scholarship for Independent Schools is awarded each year to every pupil at the pre-university one level who satisfies all the following requirements:

(a) the pupil is a citizen of Singapore or becomes a citizen of Singapore in that year; (b) the pupil is not the holder of any other academic award in that year; [S 790/2022 wef 07/10/2022] (c) the pupil is enrolled in an independent school for the pupil ’ s pre-university education; (d) the pupil — (i) has passed the Edusave Scholarship for Independent Schools Test in that year; or (ii) has sat for the GCE ‘ O ’ Level Examination in the previous year and stands among the 5% of all pupils who have obtained the best aggregate scores for the relevant subjects in the GCE ‘ O ’ Level Examination in that year. 8. The Edusave Scholarship for Independent Schools is awarded each year to every pupil who satisfies all of the following requirements:

(a) the pupil is a citizen of Singapore; (b) the pupil is not the holder of any other academic award in that year; (c) the pupil is enrolled in an independent school — (i) for the pupil ’ s secondary education only; (ii) for the pupil ’ s secondary and pre-university education; or (iii) for the pupil ’ s pre-university education only; (d) the pupil has — (i) passed the examinations conducted in that year by the independent school in which the pupil is enrolled, and stands among the 10% of all pupils in the pupil ’ s standard who have obtained the best aggregate scores in those examinations; or (ii) if no examinations are conducted in that year by the independent school in which the pupil is enrolled, met the relevant course requirements of that year, as determined by the independent school; (e) the pupil has attained at least a good grade for conduct in that year. [S 790/2022 wef 07/10/2022] Payment and tenure of Edusave Scholarships for Independent Schools

9.

(1)

Subject to paragraph (5), the Edusave Scholarship for Independent Schools awarded to an eligible pupil under regulation 5 is to be paid annually to the independent school in which the pupil is enrolled — (a) where the pupil is enrolled for the pupil ’ s secondary education only, for the duration of that secondary education up to a maximum period of 4 years starting from the time of the award; or (b) where the pupil is enrolled for the pupil ’ s secondary and pre-university education, for the duration of that secondary and pre-university education up to a maximum period of 6 years starting from the time of the award.

(2)

Subject to paragraph (5), the Edusave Scholarship for Independent Schools awarded to an eligible pupil under regulation 6 is to be paid annually to the independent school in which the pupil is enrolled — (a) where the pupil is enrolled for the pupil ’ s secondary education only, for the duration of that secondary education up to a maximum period of 2 years starting from the time of the award; or (b) where the pupil is enrolled for the pupil ’ s secondary and pre-university education, for the duration of that secondary and pre-university education up to a maximum period of 4 years starting from the time of the award.

(3)

Subject to paragraph (5), the Edusave Scholarship for Independent Schools awarded to an eligible pupil under regulation 7 is to be paid annually to the independent school in which the pupil is enrolled for the pupil ’ s pre-university education only for the duration of that pre-university education up to a maximum period of 2 years starting from the time of the award.

(4)

The Edusave Scholarship for Independent Schools awarded to an eligible pupil under regulation 8 is to be paid to the pupil or the independent school in which the pupil is enrolled in the academic year following the academic year in respect of which the pupil is given the award. (5)

If an Edusave (Independent Schools) Scholar takes a leave of absence under a leave of absence scheme or is on medical leave, as a result of which the pupil fails to progress to the next level of studies in an independent school — (a) the scholarship awarded to the pupil will not be paid to the independent school (except leave of absence fees, if any) for the duration of the pupil ’ s leave of absence or medical leave; and (b) the tenure of the Edusave Scholarship for Independent Schools awarded to the Edusave (Independent Schools) Scholar under regulation 5, 6 or 7 will be extended for the duration of the pupil ’ s secondary education, secondary and pre-university education, or pre-university education, as the case may be, as extended by that leave of absence or medical leave. 10. Despite regulation 9(1) and (2), if a pupil

— (a) who is enrolled in an independent school for the pupil ’ s secondary and pre-university education transfers to a programme for secondary education only in the same independent school or another independent school — (i) the tenure of the Edusave Scholarship for Independent Schools is 4 years if the pupil was awarded the scholarship at the secondary one level; and (ii) the tenure of the Edusave Scholarship for Independent Schools is 2 years if the pupil was awarded the scholarship at the secondary three level; and (b) who is enrolled in an independent school for the pupil ’ s secondary education only transfers to a programme for secondary and pre-university education in the same independent school or another independent school — (i) the tenure of the Edusave Scholarship for Independent Schools is 6 years if the pupil was awarded the scholarship at the secondary one level; and (ii) the tenure of the Edusave Scholarship for Independent Schools is 4 years if the pupil was awarded the scholarship at the secondary three level. 11.

(1)

The annual value of the Edusave Scholarship for Independent Schools is as specified in item 1 of the Schedule.

(2)

The total value of the Edusave Scholarship for Independent Schools paid in respect of any Edusave (Independent Schools) Scholar must not exceed the annual sum specified in item 1 of the Schedule for the tenure of the Scholarship under regulation 9(1), (2),

or (4), whichever is applicable to that Scholar, and is not increased by any extension of the tenure of the Scholarship under regulation 9(5). [S 666/2017 wef 01/01/2018]

Status of Edusave (Independent Schools) Scholar

13. Subject to the maximum duration of the award specified in regulation 9(1), (2), (3) or (5) or regulation 10 (as the case may be), an Edusave (Independent Schools) Scholar continues to hold the award despite the pupil

— (a) being transferred from one independent school to another during the pupil ’ s secondary or pre-university education, as the case may be; or (b) taking a leave of absence from the pupil ’ s secondary or pre-university education under a leave of absence scheme offered by the independent school or being on medical leave. 14.

(1)

Unless the Minister directs otherwise, the Edusave Scholarship for Independent Schools awarded to an Edusave (Independent Schools) Scholar (called in this regulation the Scholar) will be terminated with effect from the date when the Ministry receives a report, from the independent school in which the Scholar is enrolled, that the Scholar — (a) has left the independent school before completing the Scholar ’ s secondary education, secondary and pre- university education, or pre-university education, as the case may be, and the Scholar has not transferred to another independent school; (b) has failed to progress to the next level of studies in the independent school for any reason other than the Scholar — (i) taking a leave of absence under a leave of absence scheme offered by the independent school; or (ii) being on medical leave; (c) has made such poor or unsatisfactory academic progress as to warrant the termination of the award of the Edusave Scholarship for Independent Schools to the Scholar; (d) has behaved in such a manner as to make it undesirable that the Scholar should continue to hold the Scholarship; or (e) by reason of death, illness or injury, has become unable to complete the Scholar ’ s secondary education, secondary or pre-university education, or pre-university education, as the case may be.

(2)

Where an Edusave (Independent Schools) Scholar is transferred from the independent school in which he is enrolled to a Government secondary school, Government-aided secondary school, Government junior college or Government-aided junior college, the Edusave Scholarship for Independent Schools awarded to the Scholar is to be terminated with effect from the date of the transfer. EDUSAVE (INTEGRATED PROGRAMME SCHOOLS) YEARLY AWARDS Pupils eligible for Edusave (Integrated Programme Schools) Yearly Awards

20. The Edusave (Integrated Programme Schools) Yearly Award shall be given each year to every pupil who

— (a) is enrolled in a non-independent integrated programme school which collects any special additional miscellaneous fees; (b) is a citizen of Singapore; (c) is not the holder of any other academic award in that year; [S 790/2022 wef 07/10/2022] (d) stands among the 5% of all integrated programme pupils in his standard who have obtained the best aggregate scores in the examinations conducted by the integrated programme school in which he is enrolled in that year for those integrated programme pupils; (e) is not in that year enrolled in the Music Elective Programme or the Art Elective Programme; and (f) has attained at least a good grade for conduct in that year. Value and payment of Edusave (Integrated Programme Schools) Yearly Awards

21.

(1)

The value of the Edusave (Integrated Programme Schools) Yearly Awards shall be as specified in item 5 of the Schedule.

(2)

The Edusave (Integrated Programme Schools) Yearly Award shall be paid to every pupil who meets the requirements of regulation 20 at the end of the academic year in respect of which he is given the award.

EDUSAVE SCHOLARSHIPS FOR SECONDARY SCHOOLS Pupils eligible for Edusave Scholarships for Secondary Schools

23.

(1)

The Edusave Scholarship for Secondary Schools shall be awarded each year to every pupil who — (a) is enrolled in a Government secondary school, Government-aided secondary school, Government junior college, Government-aided junior college or specified educational institution for his secondary education; [S 599/2016 wef 25/11/2016] (b) is a citizen of Singapore; (ba) is not the holder of any other academic award in that year; [S 790/2022 wef 07/10/2022] (c) has — (i) passed the relevant examinations conducted in that year by the educational institution in which he is enrolled, and obtained the qualifying score; or (ii) if no relevant examinations are conducted, met the relevant course requirements of that year, as determined by the specified educational institution; and [S 599/2016 wef 25/11/2016] (d) has attained at least a good grade for conduct in that year.

(2)

In this regulation, “ qualifying score ” means the lowest aggregate score which is obtained by any pupil standing among the 10% of all pupils in the same course and at the same standard who have obtained the highest aggregate scores in the examinations conducted by the Government secondary school, Government-aided secondary school, Government junior college, Government-aided junior college or specified educational institution in which he is enrolled in that year for pupils in that course and standard. 24.

(1)

The value of the Edusave Scholarship for Secondary Schools awarded each academic year to an Edusave (Secondary Schools) Scholar shall be as specified in item 6 of the Schedule.

(2)

The Edusave Scholarship for Secondary Schools shall be paid to the Edusave (Secondary Schools) Scholar as soon as practicable after the completion of the selection process for the academic year in respect of which he is awarded the scholarship and, in any event, shall be paid no later than in the month of June in the following academic year. PART VII

EDUSAVE SCHOLARSHIPS FOR PRIMARY SCHOOLS Pupils eligible for Edusave Scholarships for Primary Schools

26.

(1)

The Edusave Scholarship for Primary Schools shall be awarded each year to every pupil who — (a) is enrolled in primary five or six in a Government primary school or a Government-aided primary school; (b) is a citizen of Singapore; (baa) is not the holder of any other academic award in that year; [S 790/2022 wef 07/10/2022] (ba) has passed the relevant examinations conducted in that year by the educational institution in which he is enrolled or of which he is a full-time pupil; [S 608/2012 wef 01/01/2012] (c) has obtained the qualifying score; and (d) has attained at least a good grade for conduct in that year.

(2)

In this regulation, “ qualifying score ” means the lowest aggregate score which is obtained by any pupil standing among the 10% of all pupils at the same standard who have obtained the highest aggregate scores in the examinations conducted by the primary school in which he is enrolled in that year for pupils in that standard. 27.

(1)

The value of the Edusave Scholarship for Primary Schools awarded each year to an Edusave (Primary Schools) Scholar shall be as specified in item 7 of the Schedule.

(2)

The Edusave Scholarship for Primary Schools shall be paid to the Edusave (Primary Schools) Scholar as soon as practicable after the completion of the selection process for the academic year in respect of which he is awarded the scholarship and, in any event, shall be paid no later than in the month of June in the following academic year. PART VIII

EDUSAVE MERIT BURSARIES AND COMMUNITY EDUCATION AWARD SCHEME Definitions of this Part

29. In this Part, unless the context otherwise requires

— “ applicable pupil ” means a pupil who is enrolled in a Government primary school or Government-aided primary school in primary one or primary two, as the case may be; [S 668/2019 wef 02/10/2019] “ applicant ” means a pupil whose parent or guardian has submitted, on his behalf, an application for the Edusave Merit Bursary; “ approved financial assistance ” means financial assistance provided, to a pupil in an academic year — (a) by the Ministry; or (b) by any public body, where the financial assistance has been approved as an approved financial assistance by the public officer appointed by the Minister for the purposes of this Part; [S 759/2014 wef 21/11/2014] [Deleted by S 668/2019 wef 02/10/2019] “ community centre or club ” means a community centre or club managed or run by the People ’ s Association pursuant to the People ’ s Association Act (Cap. 227); “ constituency ” means an electoral division under the Parliamentary Elections Act (Cap. 218); “ gross monthly household income ” , in relation to the household in which a pupil lives, means the sum total of the gross monthly income payable for any month to the pupil ’ s parents, unmarried siblings and grandparents living in the same household as the pupil; [S 759/2014 wef 21/11/2014] C AP . 87A, Rg 4] Regulations [ 2010 Ed. p. 25 “ group representation constituency ” means any electoral

division declared to be a group representation constituency under the Parliamentary Elections Act;

30.

(1)

A pupil (other than an applicable pupil) shall be eligible for the Edusave Merit Bursary in any academic year if — (a) he is — (i) enrolled in any Government school, Government-aided school, independent school, Government junior college, Government-aided junior college or specified educational institution; or [S 599/2016 wef 25/11/2016] [S 666/2017 wef 01/01/2018] (ii) a full-time pupil of any polytechnic or the Institute of Technical Education; [S 599/2016 wef 25/11/2016] (b) he is a citizen of Singapore; (ba) he is not the holder of any other academic award in that academic year; [S 790/2022 wef 07/10/2022] (c) he is living in a household of which — (i) the gross monthly household income for at least one month in that year does not exceed $7,500; or [S 643/2015 wef 01/11/2015] [S 117/2018 wef 01/03/2018] [S 919/2022 wef 01/01/2023] (ii) the per capita gross monthly household income for at least one month in that year does not exceed $1,875; [S 759/2014 wef 21/11/2014] [S 643/2015 wef 01/11/2015] [S 117/2018 wef 01/03/2018] [S 919/2022 wef 01/01/2023] (d) being a pupil mentioned in sub-paragraph (a)(i) — (i) he has attained at least a good grade for conduct in that year; and (ii) he has — (A) passed the relevant examinations conducted in that year by the educational institution in which he is enrolled, and obtained the qualifying score; or (B) if no relevant examinations are conducted, met the relevant course requirements of that year, as determined by the specified educational institution; and [S 599/2016 wef 25/11/2016] (e) being a pupil mentioned in sub-paragraph (a)(ii) — (i) he has demonstrated good conduct, as determined by the polytechnic or the Institute of Technical Education of which he is a full-time pupil; and (ii) he has met the relevant course requirements of that year, as determined by the polytechnic or the Institute of Technical Education of which he is a full-time pupil. In this regulation, “ qualifying score ” , in relation to a pupil (called the relevant pupil), means the lowest aggregate score which is obtained by any pupil standing among the 25% of all pupils in the same course and at the same standard as the relevant pupil who have obtained the highest aggregate scores in the examinations conducted by the school, independent school, junior college or specified educational institution referred to in paragraph (1)(a) in which the relevant pupil is enrolled in. 30A. An applicable pupil is eligible for the Edusave Merit Bursary in an academic year if the applicable pupil

— (a) is a citizen of Singapore; (aa) is not the holder of any other academic award in that academic year; [S 790/2022 wef 07/10/2022] (b) lives in a household of which, for at least one month in that academic year — (i) the gross monthly household income does not exceed $7,500; or [S 919/2022 wef 01/01/2023] (ii) the per capita gross monthly household income does not exceed $1,875; and [S 919/2022 wef 01/01/2023] (c) in that academic year — (i) has attained at least a good grade for conduct; and (ii) has consistently demonstrated positive attitudes, traits and behaviours towards learning, as determined by the Government primary school or Government-aided primary school the applicable pupil is enrolled in. 30B.

(1)

The Edusave Merit Bursary is to be awarded each academic year to — (a) every pupil (other than an applicable pupil) who satisfies paragraph (2) and regulation 30(1); or (b) subject to paragraph (3), every applicable pupil who satisfies paragraph (2) and regulation 30A.

(2)

A pupil mentioned in paragraph (1)(a) or an applicable pupil mentioned in paragraph (1)(b), for the academic year in which the Edusave Merit Bursary is to be awarded, must satisfy either of the following requirements: (a) the pupil or applicable pupil (as the case may be) must be in receipt of approved financial assistance; (b) where the pupil or applicable pupil (as the case may be) is not in receipt of approved financial assistance, the parent or guardian of the pupil or applicable pupil (as the case may be) must submit an application for that pupil or applicable pupil (as the case may be) to receive the Edusave Merit Bursary in accordance with regulation 32.

(3)

The Edusave Merit Bursary may be awarded to not more than 25% of the applicable pupils enrolled in a Government primary school or Government-aided primary school in each applicable level in an academic year.

(4)

In paragraph (3), “ applicable level ” means primary one or primary two, as the case may be. [S 668/2019 wef 02/10/2019] Value and payment of Edusave Merit Bursary

31.

(1)

The value of the Edusave Merit Bursary shall be as specified in item 8 of the Schedule.

(2)

Where the Edusave Merit Bursary is awarded to a pupil or an applicable pupil in an academic year under regulation 30B(1), the Bursary is to be paid to that pupil — (a) not later than 30 June in the following academic year, in the case of a pupil mentioned in regulation 30(1)(a)(i) or an applicable pupil mentioned in regulation 30A; or [S 668/2019 wef 02/10/2019] (b) not later than 31 December in the following academic year, in the case of a pupil mentioned in regulation 30(1)(a)(ii). 32.

(1)

For the purposes of regulation 30B(2)(b), the parent or guardian of a pupil or an applicable pupil mentioned in that sub-paragraph (called in this regulation the applicant) must — (a) complete the application form for the applicant to receive the Edusave Merit Bursary in accordance with the instructions given in the form and provide such details of the names and gross monthly incomes of the applicant ’ s family members who are living with the applicant in the same household for the academic year as the form may require; and (b) submit the completed application form, no later than the date specified in the form, to an authorised officer at the community centre or club in the constituency or division of the group representation constituency in which the applicant resides.

(2)

The authorised officer in paragraph (1)(b) may, for the purpose of verifying the information in the application form — (a) make such inquiries of the applicant as the authorised officer thinks fit; or (b) interview the applicant or any of the applicant ’ s family members.

(3)

For the purposes of an application under paragraph (1), the requirement in regulation 30(1)(c) or 30A(b) relating to the gross monthly household income and the per capita gross monthly household income of the household in which an applicant lives is based on the household income in the month in which the application is made or the preceding month.

(4)

In this regulation — “ authorised officer ” , in relation to a community centre or club, means an officer or employee of the People ’ s Association who is authorised by the People ’ s Association to receive and verify applications for the Edusave Merit Bursary; “ family member ” , in relation to an applicant, means any of the applicant ’ s parents, unmarried siblings or grandparents. Application of Endowment Fund to assist pupils under Community Education Award Scheme

34.

(1)

Subject to paragraphs (2) and (3), where the Citizens ’ Consultative Committee of any constituency or division of a group representation constituency has established a bursary for the purpose of providing financial assistance to pupils who — (a) reside in that constituency or division; (b) are in need of financial assistance for their education; and (c) do not qualify for any scholarship, bursary or award established under regulation 4(1), the income of the Endowment Fund may be paid out and expended, under section 6(1)(d) of the Act, for the provision of contributions to the bursary established by the Citizens ’ Consultative Committee. (2)

The total amount to be paid out under paragraph (1) from the income of the Endowment Fund to the Citizens ’ Consultative Committee of any constituency or division of a group representation constituency in any financial year of the Endowment Fund commencing after 1 November 2015 — (a) must not exceed 15% of the amount of the Edusave Merit Bursaries awarded in that financial year; but (b) subject to sub-paragraph (a), is to be determined by the Minister. The total amount to be paid out under paragraph (1) from the income of the Endowment Fund to the Citizens ’ Consultative Committee of any constituency or division of a group representation constituency in the period commencing on 1 November 2015 and ending on 31 March 2016 — (a) must not exceed 15% of the amount of the Edusave Merit Bursaries awarded in that period; but (b) subject to sub-paragraph (a), is to be determined by the Minister. PART IX

EDUSAVE GOOD PROGRESS AWARDS [S 608/2012 wef 01/01/2012] Pupils eligible for Edusave Good Progress Awards

35.

(1)

Subject to paragraphs (2) and (3), a pupil shall be eligible for the Edusave Good Progress Award in any year if he — (a) is — (i) a pupil (other than a relevant pupil) enrolled in any Government school, Government-aided school, independent school, Government junior college, Government-aided junior college or specified education institution; (ia) a relevant pupil; or [S 668/2019 wef 02/10/2019] [S 668/2019 wef 02/10/2019] (ii) a full-time pupil of any polytechnic or the Institute of Technical Education; [S 599/2016 wef 25/11/2016] (b) is a citizen of Singapore; (ba) is not the holder of any other academic award in that year; [S 790/2022 wef 07/10/2022] (c) being a pupil mentioned in sub-paragraph (a)(i) — (i) has attained at least a good grade for conduct in that year; and (ii) has — (A) passed the relevant examinations conducted in that year by the educational institution in which he is enrolled; or (B) if no relevant examinations are conducted, met the relevant course requirements of that year, as determined by the specified educational institution; [S 599/2016 wef 25/11/2016] [S 668/2019 wef 02/10/2019] (ca) being a relevant pupil — (i) has attained at least a good grade for conduct in that year; and (ii) has demonstrated a substantial improvement in the relevant pupil ’ s attitudes, traits and behaviours towards learning during that year, as determined by the Government primary school or Government-aided primary school the relevant pupil is enrolled in; and [S 668/2019 wef 02/10/2019] (d) being a pupil mentioned in sub-paragraph (a)(ii) — (i) has demonstrated good conduct, as determined by the polytechnic or the Institute of Technical Education of which he is a full-time pupil; and (ii) has met the relevant course requirements of that year, as determined by the polytechnic or the Institute of Technical Education of which he is a full-time pupil. (2)

Despite paragraph (1), the following pupils will not be eligible for an Edusave Good Progress Award: (a) in the case of a pupil mentioned in paragraph (1)(a)(i) — (i) a pupil who, in the previous academic year, was not a pupil of the educational institution (excluding a pupil enrolled at the secondary one level or pre university one level at the educational institution); (ii) a pupil in primary one; (iii) a pupil who — (A) did not pass the relevant examinations conducted in the previous academic year by the educational institution in which he is enrolled; or (B) if no relevant examinations are conducted, did not meet the relevant course requirements of that year, as determined by the specified educational institution; or (iv) a pupil who, in the previous academic year, was studying in a different course; (aa) [Deleted by S 790/2022 wef 07/10/2022] (b) in the case of a pupil of a polytechnic — (i) a pupil who, in the previous year, was not a full-time pupil of the polytechnic; (ii) a pupil who is studying in the first year of his course, in the polytechnic; or (iii) a pupil who did not meet the relevant course requirements of the previous year, as determined by the polytechnic; (c) in the case of a pupil of the Institute of Technical Education — (i) a pupil who, in the previous year, was not a full-time pupil of the Institute of Technical Education (excluding a pupil who is studying in the first year of his Nitec course or Higher Nitec course); or (ii) a pupil who did not meet the relevant course requirements of the previous year, as determined by the Institute of Technical Education. (3)

Notwithstanding paragraph (1), a pupil who — (a) is enrolled in an integrated programme in a secondary school or junior college; and (b) is undergoing secondary education in that secondary school or junior college, will not be eligible for an Edusave Good Progress Award in the first year that he is enrolled in the integrated programme, unless the principal of that secondary school or junior college determines, in accordance with such guidelines as the Minister may issue, that there is an appropriate basis for comparing the pupil ’ s ranking in the relevant examinations conducted by that secondary school or junior college in that year and the pupil ’ s ranking in the relevant examinations taken by the pupil in the previous year. In this regulation — “ Higher Nitec course ” means a course conducted by the Institute of Technical Education for the award of a Higher National Institute of Technical Education Certificate; “ Nitec course ” means a course conducted by the Institute of Technical Education for the award of a National Institute of Technical Education Certificate; [S 599/2016 wef 25/11/2016] [S 668/2019 wef 02/10/2019] “ relevant level ” , in relation to a relevant pupil, means primary two or primary three, as the case may be; [S 668/2019 wef 02/10/2019] “ relevant pupil ” means a pupil who is enrolled in a Government primary school or Government-aided primary school — (a) in primary two in the academic year 2019 or later; or (b) in primary three in the academic year 2020 or later. 36.

(1)

The value of the Edusave Good Progress Award shall be as specified in item 9 of the Schedule.

(2)

The Edusave Good Progress Award is to be paid to every pupil who is given the Award as soon as practicable after the completion of the selection process for the academic year in respect of which he is given the Award and, in any event, is to be paid — (a) no later than in the month of June in the following academic year, in the case of a pupil mentioned in regulation 35(1)(a)(i) or a relevant pupil in regulation 35(1)(a)(ia); or [S 668/2019 wef 02/10/2019] (b) no later than in the month of December in the following academic year, in the case of a pupil mentioned in regulation 35(1)(a)(ii). PART X

EDUSAVE AWARDS FOR ACHIEVEMENT, GOOD LEADERSHIP AND SERVICE Pupils eligible for Edusave Awards for Achievement, Good Leadership and Service

37.

(1)

A pupil shall be eligible for the Edusave Award for Achievement, Good Leadership and Service in any year if he — (a) is — (i) enrolled in any Government school, Government-aided school, independent school, Government junior college, Government-aided junior college or specified educational institution; or [S 599/2016 wef 25/11/2016] [S 666/2017 wef 01/01/2018] (ii) a full-time pupil of the Institute of Technical Education; [S 599/2016 wef 25/11/2016] (b) is a citizen of Singapore; (c) being a pupil mentioned in sub-paragraph (a)(i) — (i) has attained at least a good grade for conduct in that year; and (ii) has — (A) passed the relevant examinations conducted in that year by the educational institution in which he is enrolled; or (B) if no relevant examinations are conducted, met the relevant course requirements of that year, as determined by the specified educational institution; and [S 599/2016 wef 25/11/2016] (d) being a pupil mentioned in sub-paragraph (a)(ii) — (i) has demonstrated good conduct, as determined by the Institute of Technical Education; and (ii) has met the relevant course requirements of that year, as determined by the Institute of Technical Education. 38.

(1)

The value of the Edusave Award for Achievement, Good Leadership and Service shall be as specified in item 10 of the Schedule.

(2)

The Edusave Award for Achievement, Good Leadership and Service is to be paid to every pupil who is given the Award as soon as practicable after the completion of the selection process for the academic year in respect of which he is given the Award and, in any event, is to be paid — (a) no later than in the month of June in the following academic year, in the case of a pupil mentioned in regulation 37(1)(a)(i); or (b) no later than in the month of December in the following academic year, in the case of a pupil mentioned in regulation 37(1)(a)(ii). PART XA

ACHIEVEMENT AWARDS FOR SPECIAL EDUCATION SCHOOLS [S 588/2010 wef 15/10/2010] Pupils eligible for Achievement Awards for Special Education Schools

38A. The Achievement Award for Special Education School shall be given each year to every pupil aged 6 years or above who

— (a) is enrolled in a special education school; (b) is a citizen of Singapore; and (c) has met all other criteria set by the special education school. Value and payment of Achievement Awards for Special Education Schools

38B.

(1)

The value of the Achievement Awards for Special Education Schools awarded each academic year in a special education school shall not exceed the amount determined by the Minister.

(2)

The total value of all awards given by a special education school in a year shall not exceed the grant determined by the Minister for the purpose in that year.

(3)

The Achievement Award for Special Education School shall be paid to every pupil who is given the Award at the end of the academic year in respect of which he is given the Award.

PART XB

EDUSAVE CHARACTER AWARDS [S 608/2012 wef 01/01/2012] Pupils eligible for Edusave Character Awards

38C. A pupil shall be eligible for the Edusave Character Award in any year if he

— (a) is — (i) enrolled in any Government school, Government-aided school, independent school, Government junior college, Government-aided junior college or specified educational institution; or [S 599/2016 wef 25/11/2016] [S 666/2017 wef 01/01/2018] (ii) a full-time pupil of the Institute of Technical Education; [S 599/2016 wef 25/11/2016] (b) is a citizen of Singapore; and (c) being a pupil mentioned in paragraph (a)(i), has attained at least a good grade for conduct in that year; and [S 599/2016 wef 25/11/2016] (d) being a pupil mentioned in paragraph (a)(ii), has demonstrated good conduct, as determined by the Institute of Technical Education. 38D.

(1)

The value of the Edusave Character Award shall be as specified in item 11 of the Schedule.

(2)

The Edusave Character Award is to be paid to every pupil who is given the Award as soon as practicable after the completion of the selection process for the academic year in respect of which he is given the Award and, in any event, is to be paid — (a) no later than in the month of June in the following academic year, in the case of a pupil mentioned in regulation 38C(a)(i); or (b) no later than in the month of December in the following academic year, in the case of a pupil mentioned in regulation 38C(a)(ii). PART XC EDUSAVE SKILLS AWARDS

[S 599/2016 wef 25/11/2016] Pupils eligible for Edusave Skills Awards

38E. A pupil is eligible for the Edusave Skills Award if he

— (a) is enrolled in any specified educational institution or is a full-time pupil of any polytechnic or the Institute of Technical Education; (b) is a citizen of Singapore; (c) has demonstrated excellent professional skills and other relevant qualities throughout his course of study, as determined by the specified educational institution, polytechnic or the Institute of Technical Education (as the case may be), by reference to criteria including (but not limited to) any of the following: (i) his performance in any internship, traineeship, industrial attachment or final year project; (ii) any of his achievements in any competition, conference or other platform requiring application of course-specific skills; (d) being a pupil of a specified educational institution — (i) is enrolled in the final academic year of his education at the specified educational institution; and (ii) has attained at least a good grade for conduct in that year; and (e) being a pupil of a polytechnic or the Institute of Technical Education — (i) is studying in the final year of his course at the polytechnic or the Institute of Technical Education (as the case may be); and (ii) has demonstrated good conduct, as determined by the polytechnic or the Institute of Technical Education (as the case may be). 38F.

(1)

The value of the Edusave Skills Award is specified in item 12 of the Schedule.

(2)

The Edusave Skills Award is to be paid to every pupil who is given the Award as soon as practicable after the completion of the selection process for the academic year in respect of which he is given the Award and, in any event, is to be paid — (a) no later than 30 June in the following academic year, in the case of a pupil of a specified educational institution; or (b) no later than 31 December in the following academic year, in the case of a pupil of a polytechnic or the Institute of Technical Education. PART XI MISCELLANEOUS

39. Any person awarded any scholarship or bursary, or given any award, under any of the following revoked Regulations:

(a) the Education Endowment Scheme (Edusave Scholarships) Regulations (Rg 2, 2001 Ed.); (b) the Education Endowment Scheme (Edusave Merit Bursaries) Regulations (Rg 5, 2001 Ed.); (c) the Education Endowment Scheme (Good Progress Awards) Regulations (Rg 7, 2001 Ed.); (d) the Education Endowment Scheme (Awards for Achievement, Good Leadership and Service) Regulations (Rg 8, 2003 Ed.); (e) the Education Endowment Scheme (Application of Income of Endowment Fund) Regulations 2007 (G.N. No. S 291/2007), shall be deemed to have been awarded the like scholarship or bursary, or given the like award, under these Regulations.
