On the Foreign Intelligence Service of Ukraine

This Law defines the bases of organization and activity of
the Foreign Intelligence Service of Ukraine.
Foreign Intelligence Service of Ukraine is the state body
which implements intelligence activity in such fields as:
Political;
Economic;
Military and technical;
Scientific and technical;
Informational;
Ecological.
The following belong to the staff of the Foreign
Intelligence Service of Ukraine:
military personnel;
Officials;
Employees.
Total strength of the Foreign Intelligence Service of
Ukraine amounts to 4,350 people, including 4,010 of military
personnel.
The Foreign Intelligence Service of Ukraine in particular
consists of:
Agent and technical intelligence service, operational and
technical, informational and analytical, own security
subdivisions;
Educational institutions and research and development
institutions.
General control of the Foreign Intelligence Service of
Ukraine is fulfilled by the President of Ukraine. Direct
leadership is fulfilled by the Head of the Service, who is
appointed to the office and dismissed from the office by the
President of Ukraine.
The Foreign Intelligence Service of Ukraine is subordinate
to the President of Ukraine and is under control of the
President of Ukraine and the Verkhovna Rada of Ukraine.
The Exterior Secret Service of Ukraine:
Performs acquiring, analytical processing and provision of
intelligence information to the President of Ukraine, the
Speaker of the Verkhovna Rada of Ukraine, the Prime Minister
of Ukraine and other users defined by the President of
Ukraine;
provides safe functioning of the bodies of Ukraine abroad,
security of the staff of these institutions and members of
their families in the host state, and also the citizens of
Ukraine on business trips who are familiar with registers
which belong to the state secret;
takes part in the fight against the terrorism, international
organized crime, illegal turnover of drugs, trafficking of
arms and technologies of its production, illegal migration;
takes measures of counteraction to the foreign threat of the
national security of Ukraine, life, health of its citizens
and objects of state property beyond the borders of Ukraine.

Financing of the activities of the Foreign Intelligence
Service of Ukraine is done at the cost of the State Budget
of Ukraine and other sources envisaged by the law.
