이 법은 기존의 스리랑카 1979년 지적재산법을 대체하고 세계지적재산권기구(WIPO)의 조약 체결국으로 갖는 의무를 이행하기 위하여 제정되었다. 특허법, 저작권법, 상표법 등이 별도로 존재하는 우리나라와는 달리, 스리랑카의 법제는 각각의 지적재산권을 하나의 이 법을 통해 보호하고 있다. 이 법 시행의 주무부처는 스리랑카 산업상무부의 국가지적재산권실(National Intellectual Property Office, NIPO)이다.
