In addition to amounts otherwise available, there is appropriated to the Director of the Bureau of Indian Affairs for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $220,000,000, to remain available until September 30, 2031, for Tribal climate resilience and adaptation programs.
In addition to amounts otherwise available, there is appropriated to the Director of the Bureau of Indian Affairs for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $10,000,000, to remain available until September 30, 2031, for fish hatchery operations and maintenance programs of the Bureau of Indian Affairs.
In addition to amounts otherwise available, there is appropriated to the Director of the Bureau of Indian Affairs for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $5,000,000, to remain available until September 30, 2031, for the administrative costs of carrying out this section.
None of the funds provided by this section shall be subject to cost-sharing or matching requirements.

Amounts made available under this section shall be excluded from the calculation of funds received by those Tribal governments that participate in the ``Small and Needy'' program.
Amounts made available under this section that are distributed to Indian Tribes and Tribal organizations for services pursuant to a selfdetermination contract (as defined in subsection (j) of section 4 of the Indian SelfDetermination and Education Assistance Act (25 U.S.C. 5304(j))) or a self-governance compact entered into pursuant to subsection (a) of section 404 of the Indian SelfDetermination and Education Assistance Act (25 U.S.C. 5364(a))-- (1) shall be distributed on a 1- time basis; (2) shall not be part of the amount required by subsections (a) through (b) of section 106 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 5325(a)-(b)); and (3) shall only be used for the purposes identified under the applicable subsection.
In addition to amounts otherwise available, there is appropriated to the Senior Program Director of the Office of Native Hawaiian Relations for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $23,500,000, to remain available until September 30, 2031, to carry out, through financial assistance, technical assistance, direct expenditure, grants, contracts, or cooperative agreements, climate resilience and adaptation activities that serve the Native Hawaiian Community.
In addition to amounts otherwise available, there is appropriated to the Senior Program Director of the Office of Native Hawaiian Relations for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $1,500,000, to remain available until September 30, 2031, for the administrative costs of carrying out this section.
None of the funds provided by this section shall be subject to cost-sharing or matching requirements.
In addition to amounts otherwise available, there is appropriated to the Director of the Bureau of Indian Affairs for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $145,500,000, to remain available until September 30, 2031, for-- (1) the provision of electricity to unelectrified Tribal homes through zero-emissions energy systems; (2) transitioning electrified Tribal homes to zeroemissions energy systems; and (3) associated home repairs and retrofitting necessary to install the zero-emissions energy systems authorized under paragraphs (1) and (2).

In addition to amounts otherwise available, there is appropriated to the Commissioner of the Bureau of Reclamation for fiscal year 2022, out of any money in the Treasury not otherwise appropriated, $12,500,000, to remain available until September 30, 2026, for nearterm drought relief actions to mitigate drought impacts for Indian Tribes that are impacted by the operation of a Bureau of Reclamation water project, including through direct financial assistance to address drinking water shortages and to mitigate the loss of Tribal trust resources.

달리 정하는 금액 외에 부족민(部族民) 기후 회복력과 적응력 사업을 위하여, 달리 세출예산으로 책정하지 아니하는 국고금에서 220,000,000달러를 2022 회계연도 세출예산으로 원주민사무국장에게 책정하며, 이를 2031년 9월 30일까지 사용할 수 있도록 한다.
달리 정하는 금액 외에 원주민사무국의 어류 부화장 운영 및 관리 사업을 위하여, 달리 세출예산으로 책정하지 아니하는 국고금에서 10,000,000달러를 2022 회계연도 세출예산으로 원주민사무국장에게 책정하며, 이를 2031년 9월 30일까지 사용할 수 있도록 한다.
달리 정하는 금액 외에 이 조의 시행에 드는 행정경비를 위하여, 달리 세출예산으로 책정하지 아니하는 국고금에서 5,000,000달러를 2022년도 회계연도 세출예산으로 원주민사무국장에게 책정하며, 이를 2031년 9월 30일까지 사용할 수 있도록 한다.
이 조에서 정하는 금액은 비용분담 또는 자비 부담 요건†의 대상이 되지 아니한다.
이 조에 따라 제공되는 금액은 "소규모 취약 부족" 사업에 참여하는 부족정부가 받는 기금의 산정에서 제외하도록 한다.

달리 정하는 금액 외에, 하와이 원주민 사회를 대상으로 재정지원, 기술지원, 직접지출, 지원금, 계약 또는 협력협정 등을 통한 기후 회복력과 적응력 활동의 실행을 위하여, 달리 세출예산으로 책정하지 아니하는 국고금에서 23,500,000달러를 2022년도 회계연도 세출예산으로 하와이원주민 관계국장‡에게 책정하며, 이를 2031년 9월 30일까지 사용할 수 있도록 한다.
달리 정하는 금액 외에 이 조의 시행에 드는 행정경비를 위하여, 달리 세출예산으로 책정하지 아니하는 국고금에서 1,500,000달러를 2022년도 회계연도 세출예산으로 하와이원주민관계국장에게 책정하며, 이를 2031년 9월 30일까지 사용할 수 있도록 한다.
분담 및 자비 부담 요건 이 조에서 정하는 금액은 비용 분담 또는 자비 부담 요건의 대상이 되지 아니한다.
달리 정하는 금액 외에 다음 각 호를 위하여, 달리 세출예산으로 책정하지 아니하는 국고금에서 145,500,000달러를 2022 회계연도 세출예산으로 원주민사무국장에게 책정하며, 이를 2031년 9월 30일까지 사용할 수 있도록 한다. 1. 전기가 공급되지 아니한 부족민 가정에 제로 배출 에너지 시스템을 통한 전력 공급 2. 전기가 공급된 부족민 가정의 제로 배출 에너지 시스템 전환 3. 제1호와 제2호에 따라 승인된 제로 배출 에너지 시스템 설치에 필요한 주택 수리 및 개조
달리 정하는 금액 외에 이 조의 시행에 드는 행정경비를 위하여, 달리 세출예산으로 책정하지 아니하는 국고금에서 4,500,000달러를 2022년도 회계연도 세출예산으로 원주민사무국장에게 책정하며, 이를 2031년 9월 30일까지 사용할 수 있도록 한다.

달리 정하는 금액 외에, 먹는 물부족 문제를 해결하고 부족민 신탁자원의 손실을 줄이기 위한 직접재정지원을 포함하여, 개간사업국의 수자원 사업 운영의 영향 범위에 있는 원주민 부족이 받는 가뭄의 영향을 줄이기 위한 근시일(近時日) 내의 가뭄 구제 활동을 위하여, 달리 세출예산으로 책정하지 아니하는 국고금에서 12,500,000달러를 2022 회계연도 세출예산으로 개간사업국 위원장에게 책정하며, 이를 2026년 9월 30일까지 사용할 수 있도록 한다.
이 조에서 정하는 금액은 비용 분담 또는 자비 부담 요건의 대상이 되지 아니한다.
