The Law of Ukraine On State Registrar of Ukraine

The Law of Ukraine “On State Registrar of Ukraine” determines legal, economic and organizational grounds for establishing, forming, keeping, and using the State Registrar of Ukraine, as well as for running the state system of the State Registrar.
The state system of the State Registrar is an organizational and legal agency that carries out government policy and coordinates activities on establishing, forming, keeping, and using the State Registrar of Ukraine. This system consists of subjects of the State Registrar system, the State Registrar of Ukraine, technical equipment, servicing personnel, normative and legal acts and organizational and technical support.
The State Registrar of Ukraine is a well-ordered bank of documents recorded on a micrographic film or other compact information carriers that were accepted for state tracking and long-term reliable storage.
The government policy in the sphere of establishing and running the state system of the State Registrar shall be implemented by the subjects of the state system of the State Registrar within the scope of their powers determined by the legislation of Ukraine.
Subjects of the state system of the State Registrar shall be: · central bodies of executive power in the sphere of emergency situations and protection of the population from the consequences of the Chornobyl catastrophe; · the State Department of the State Registrar; · ministries, other central and local bodies of executive power and local self-government bodies, which, if necessary, have the relevant services (departments) in the sphere of establishing and keeping the State Registrar; · research and development institutions, special institutions, enterprises and organizations that are subordinate to the State Department of the State Registrar and fulfill tasks on forming, keeping and storing the State Registrar; · suppliers of documents that form and use the State Registrar of Ukraine.
The databases for storing the State Registrar of Ukraine shall ensure accumulation of documents in the State Registrar, their tracking, accounting, and reproduction in order to provide ongoing supply of users with documents.
The databases for storing the State Registrar of Ukraine shall be located in buildings with increased protection. Tracking, storage, use, transfer, and transportation of information carries shall be performed following requirements of the current legislation on state and other secrets, as well as to requirements to technical protection for information.
The State Registrar of Ukraine shall be formed by suppliers of documents, special institutions, companies of the State Registrar that are subjects of the state system of the State Registrar.
Documents of the State Registrar of Ukraine shall be entered into the State Register of Documents under the State Registrar of Ukraine. The State Department of the State Registrar of Ukraine shall keep the State Register of Documents under the State Registrar of Ukraine.
Suppliers and developers of documents shall have the right for a guarantee for the protection of intellectual property rights, state and other secrets envisaged by the law, legal interests and rights of the owner and producer during the process of forming, keeping and using the State Registrar of Ukraine, according to the legislation of Ukraine.
Violations of Ukraine’s legislation on the State Registrar of Ukraine shall entail responsibility of subjects of the state system of the State Registrar and other legal entities and natural persons, according to the current laws of Ukraine.
