뉴멕시코 주지사 Bill Richardson은 뉴멕시코에서 닭싸움을 금지하는 법안에 지난 월요일(2007. 3. 12.) 서명하였다. 이로써 오래된 피를 보는 스포츠(bloodsport)가 합법인 주는 이제 Louisiana가 유일하게 되었다.

지난 18년동안 이 법안을 제안하였던 민주당 주 의원인 Mary Jane Garcia는 이번 의회 회기까지 이 이슈에 대하여 입장을 밝히지 않았던 주지사에게 감사를 표했다. 이 법안은 6월 15일부터 시행된다.

 “오늘, 뉴멕시코주는 오락과 영리를 목적으로 한 의도적 동물살해가 더 이상 용인되지 않는다는 것을 지지하는 48개 주의 입장에 동참하였다.”라고 Garcia 주의원은 말했다. 주지사는 주수도인 Santa Fe.에서 법안 서명식을 가졌다.

닭싸움팬들은 주지사가 갑자기 닭싸움금지법안에 관심을 표명한 것을 비난하면서, 닭싸움은 가족오락활동이기 때문에 계속 허용되어야 한다고 주장하였다.

“나는 너무 화가 난다. 이 법안이 내 인생을 거의 망쳐버렸다. 나는 이 일을 38년동안 해왔다. 이제 닭을 부화시켜야 할지도 모르겠다. 닭싸움은 영업이 아니다. 이것은 나의 즐거움이다. 이것은 나의 권리이거나 또는 나의 권리였다.”라고 뉴멕시코 가금게임협회(president of the New Mexico Game Fowl Association) 회장인 Ronald Barron은 말했다.

Barron은 협회에서 법적 대응을 할 것이라고 밝혔다.

닭싸움동안, 두 마리의 수탉 다리에 칼날이나 쇠발톱이 매어져 있고, 두 마리의 수탉은 한쪽이 죽거나 심하게 다칠 때까지 싸운다. 비록 닭싸움에 내기를 하는 것은 불법이지만, 구경꾼들은 공공연히 닭싸움 결과에 내기를 건다. 

인도적 사회의 회장(president of The Humane Society)인 Wayne Pacelle은 이 법의 통과를 야만적이고 비난받아야 할 관습을 폐지하는 노력에 있어 중대한 순간이라고 불렀다.

지난 해 닭싸움금지법안에 대하여 입장표명을 하지 않았던 루이지애나 주지사 Kathleen Blanco는 지난 월요일(2007. 3. 12.) 닭싸움을 불법화하는 법안을 찬성하겠다고 말하였다.

루이지애나 주지사는 “나는 이메일로 밝힌 보도문을 통하여 “나는 닭싸움금지법안을 지지한다”라고 말했다.

지난 2006년에 닭싸움을 금지하는 주 상원법안이 루이지애나 입법부에서 통과하지 못한 바 있다.

Gov. Bill Richardson signs bill outlawing cockfighting in New Mexico

(AP) - ALBUQUERQUE, New Mexico-Gov. Bill Richardson signed a measure Monday that outlaws cockfighting in New Mexico, leaving Louisiana as the only state where the centuries-old bloodsport remains legal.

Democratic State Sen. Mary Jane Garcia, who has introduced legislation to ban cockfighting over the past 18 years, thanked Richardson, who until this legislative session had declined to take a stance on the issue. The prohibition takes effect June 15.

"Today, New Mexico joins 48 other states in affirming that the deliberate killing of animals for entertainment and profit is no longer acceptable," said Garcia.

Richardson signed the bill at a ceremony at the state Capitol in Santa Fe.

Cockfighting fans have accused Richardson of taking a sudden interest in cockfighting now that he is seeking the Democratic nomination for president. They also defend cockfighting as a family activity and said opponents were meddling.

"I'm so upset that it's damn near ruining my life," said Ronald Barron, president of the New Mexico Game Fowl Association. "I've got 38 years doing this. I don't know if I should hatch off some baby chicks right now. This isn't a business. It's my pleasure. It's my right, or rather it was my right."

Barron said the association planned a legal challenge.

During a cockfight, two roosters fitted with blades or gaffs on their legs are placed into a pit and fight until one is dead or badly wounded. Although gambling on the fights is illegal, spectators openly wager on the outcome.

Wayne Pacelle, president of The Humane Society, called the law's passage "a major moment in the effort to rid our nation of this barbaric and reprehensible practice."

"New Mexico removed an ugly blemish today, and it is a proud moment for the state," Pacelle said.

Louisiana Gov. Kathleen Blanco, who took no position on a cockfighting ban last year, said Monday she now supports making the practice illegal in her home stone.

"I support banning cockfighting," Blanco said in a one-sentence e-mail from her press office.

In 2006 a state senator's bill to criminalize rooster fights failed in Louisiana Legislature.
