North Carolina 하원(House)은 노예제의 부당성과 잔혹함에 대하여 공식적으로 사과하였다.

하원은 117 모두의 찬성으로 사과 결의안을 통과시켰다. 주 상원은 몇십년전에 종식된 흑백 분리의 합법화에 대하여 사과 결의를 통과시킨 바 있다.

상하원 결의는 모두 17세기 영국지배하에서 비자발적 노역(involuntary servitude)의 형태로 시작된 North Carolina에 거주하던 흑인에 대한 오랜 기간의 차별을 하나 하나 열거하고 있다.

이 결의안을 발의한 민주당 의원 Larry Womble은 “특정 개인이 책임질 일은 아니다. 주 정부가 잘못을 했고, 이러한 일은 다시 일어나서는 안된다.”라고 말했다.

North Carolina 주의 사과 결의안은 지난 2월 Virginia주가 노예제에 대한 사과결의안을 만장일치로 통과시키고, Maryland 의회가 지난 달 사과결의안을 통과시킨 후 나온 것이고, 유사한 결의안이 Georgia 의회에서도 검토되고 있다.

의원들은 교육, 숙박시설(accommodations), 선거 등에 있어 편견을 제거한 60년대 통과된 인권법(civil rights law)을 절찬하면서, 최근에 이 결의안을 반대하는 인종차별주의자들의 반응을 지적하기도 하였다.

“우리가 받은 전자메일을 보면 잘 알 수 있을 것이다. 인종은 사회를 가장 분열시키는 문제중의 하나이다.”라고 민주당 Rick Glazier 의원은 말했다.

(AP) - RALEIGH, North Carolina-The North Carolina House formally apologized "for the injustice, cruelty and brutality of slavery," becoming the latest state to offer its regret.

The southern state's House passed the apology resolution 117-0 Wednesday, along with a resolution that previously passed in the state Senate apologizing for legalized segregation that ended several decades ago.

Both resolutions recount a long history of discrimination against North Carolina's black population starting with the practices of "involuntary servitude" while a British colony in the 17th century.

"No individual is responsible for this," said Democrat Rep. Larry Womble, a primary sponsor. "The state of North Carolina, this government did this to its own people. This should not happen."

The Legislature's apologies come after neighboring state Virginia voted unanimously in February to express its regret for that state's role in slavery. Maryland lawmakers approved their own apology for slavery late last month, and a similar measure is being considered by Georgia lawmakers.

Speakers praised civil rights laws passed in the 1960s to remove bias in education, accommodations and elections, but also pointed to recent responses from constituents who were opposed, indifferent or just outright racist to the resolutions.

"Some of us just need to look at some of the e-mails we have received," said Democrat Rep. Rick Glazier. "Race remains one of our most divisive problems."
