유럽의회의 해당 위원회는 휴대폰 로밍서비스에 대한 요금상한제를 도입할 것인지의 여부와 상한제를 어떻게 결정할 것인지에 대하여 2007. 4. 19. 투표할 것이라고 한다.

유럽의회 의원들은 자동적으로 요금상한제를 모두 적용시킬 것인지 또는 고객이 사업자에게 요청했을 경우에만 요금상한제의 적용을 받을 수 있는지 정당정책에 따라 양분되어 있다.

중도우파진영은 고객이 EU전체에 적용되는 요금상한제와 기존의 휴대폰요금플랜(로밍서비스에 대한 요금은 비싸지만, 국내전화요금은 비교적 저렴한) 사이에 선택할 수 있도록 하자고 주장한다.

EU 의회에서 법안처리를 담당하고 있는 오스트리아 출신의 민주당 Paul Ruebig은 의무적인 로밍서비스 요금상한제는 민감한 휴대폰사업자들의 요금체계에 혼란을 가져와서 요금체계의 재설계에 따르는 행정비용을 증가시킴으로써 국내전화요금까지 상승시킬 가능성이 있다고 말했다.

그러나, 이 법안을 입안한 사회당 의원들과 EU 집행위원회(European Commission)는 요금상한제는 강제적이어야 하고, 만일 사업자가 고객에게 더 나은 요금플랜을 제공하는 경우 고객이 요금상한제의 적용을 받지 않을 수 있도록 선택권을 주어야 한다고 말했다.

이 계획은 최근 몇 년간 EU 의회에서 가장 로비스트들이 공을 들인 것 중의 하나이다. EU 의회 산업위원회가 목요일 이 제안을 결정할 것이고, EU의 785명의 의원들이 5월 이 제안에 대하여 투표할 예정이다.

(AP) - BRUSSELS, Belgium-A key committee of the European Parliament will vote Thursday on a proposal to cap charges for mobile phone calls made abroad, amid disputes over how to fix the price ceiling.

EU parliamentarians remain divided along party lines about whether the EU-wide cap on roaming charges should be automatic or whether customers would only get it from their operator on request.

Center-right deputies are in favor of letting consumers who already have a mobile phone subscription decide whether they want to be charged a capped EU-wide roaming tariff or opt to keep their existing packages, which typically have higher roaming fees but lower charges on national calls.

Austrian Christian Democrat Paul Ruebig, who is charged with steering the legislation through the EU assembly, said an obligatory price ceiling would disrupt mobile phone companies' delicate pricing structures and lead to massive administrative costs because providers would have to restructure the packages they offer to clients - which could lead to the price of domestic calls rising to compensate for the loss of revenue from roaming.

"If we order all companies not charge more than a certain amount, there may be no more packages left," he said.

But the Socialists and the EU's executive office, the European Commission, which drafted the proposal, argue the cap should be automatic and consumers should be able to opt out if their operator offers them a better deal.

The plan is one of the most lobbied pieces of EU legislation in recent years. After the parliament's Industry Committee assesses it on Thursday, the full 785-seat EU assembly will vote on it in May, likely taking the lead from Thursday's committee vote. EU governments are to decide on the plan in June, in time for the European summer holiday season.

The European Commission claims network providers are reaping massive profits from unjustifiably high roaming charges that can increase call costs fourfold.

A 4-minute call home for a Cypriot in Belgium, for instance, can cost a?￢12 (US$15.95), and for an Irish visitor in Malta as much as a?￢13.16 (US$17.49).

The EU executive wants to cut the cost of mobile phone calls for cross-border travelers by up to 70 percent. It wants to set the ceiling at 50 euro cents ($0.66) per minute for an outgoing call and 25 euro cents ($0.33) per minute for an incoming call.

The EU executive also wants mobile phone companies to give personalized information to customers on what they will be charged if they take their phone abroad to receive or make calls or text messages.
